Public Internet use - ideas, solutions?

Our library regulates the public Internet by means of paper cards with barcodes that give patrons 30 minutes on the Internet at a time (day limit is 1 hour). We are using Envisionware software and it works great ( except for the time when we switched to a new ILS), the paper cards, though, get lost on a regular basis.
I know, different public libraries use different software, but the idea is the same - giving out cards.

I was wondering if somebody has a different system of regulating the public use of the Internet? Could you share your ideas? I would be so thankful!
